Opportunity House

Opportunity House has been one of SWCAP’s most important and meaningful programs for many years. The program provides sober living housing and support for individuals in early recovery and has helped many people take important steps toward long-term stability and sobriety. The need for these services in southwestern Wisconsin remains very high, and Opportunity House continues to be deeply important to both the residents it serves and the broader community. At the same time, the program faces growing financial and operational challenges that have become increasingly difficult to overcome.

For several years, Opportunity House has operated with a very limited budget while costs have continued to rise. SWCAP and many community partners — including local communities, counties, state agencies, and individual supporters — have worked hard to keep the program operating despite shrinking resources and increasing demand.

Unfortunately, the reality is that the level of support needed for people in recovery is significant. Recovery services work best when people have access to a full continuum of care and strong support systems. Opportunity House is only one part of that larger process, and long-term recovery often requires multiple levels of treatment, housing, counseling, and community support.

As costs continue to increase and available funding continues to decline, it has become harder to provide the level of service and support that residents truly need and deserve.

Because of these challenges, SWCAP and its partners are currently exploring whether a sustainable path forward can be found to continue operating Opportunity House in a way that meets the needs of residents responsibly and effectively.

SWCAP remains hopeful that a solution can be identified. However, the organization also believes strongly that recovery programs must provide meaningful and adequate support in order to truly help people succeed. Providing only limited or incomplete services when the needs are much greater is not a long-term solution for individuals, families, or communities.

If a sustainable funding and operational model cannot be identified, difficult decisions about the future of the program may need to be made by SWCAP, its partners, and the broader region.

Regardless of the outcome, SWCAP remains grateful for the many partners, staff, supporters, and residents who have contributed to Opportunity House and the important role it has played in supporting recovery in southwestern Wisconsin.
