Please join us at our Annual Gala and Fundraiser to support the anti-poverty mission of SWCAP. The funds raised at this year’s event will be used to improve and expand behavioral health services within our service area. Our work in this area will focus on:

  • Availability, so more providers, from peer support to psychiatry, offer behavioral health support;
  • Acceptability, so people in need are more comfortable seeking services; and
  • Accessibility, so people receive earlier support and treatment – reducing crisis-level care.

Our Mission

  • Significantly and meaningfully involve low-income people in developing and carrying out anti-poverty programs.
  • Mobilize public and private resources in support of anti-poverty programs. Plan and evaluate both long and short-range strategies for overcoming poverty in the community.
  • Serve as an advocate of low-income people on matters of public policy which affect their status, promote institutional improvements and desirable changes in social policy.
  • Conduct or delegate to other agencies the operation of programs financed through federal, state, local, or other available funds.

Our Services

Our History

Community Action Agencies were created through the “War On Poverty” Legislation passed in the 1960's during President Johnson's administration. Southwestern Wisconsin Community Action Program, Inc. (SWCAP), was incorporated in 1966 in Dodgeville, WI, as a private non-profit organization governed by a 24 member volunteer Board of Directors. Southwest CAP provided a focal point for anti-poverty efforts in Iowa, Lafayette, Grant, Green & Richland Counties in Southwestern Wisconsin.


The SWCAP Board of Directors meets on the 4th Thursday of the month. Meetings start at 6:30 and is open to the public.
